Status of array descriptor changes

I did, but I must confess not all of it is clear. (What’s are span, sm[0] and elem_len in step (i), to start with?) Is the larger plan described somewhere? (There is a wiki page, but it’s out of date and unclear)

Also: are the “next steps” all that remains to be done before completion, or is it the few steps ahead.
