liblapack not found when linking

Thanks for the advice on not using root.  Re atlas, would you be willing to
elaborate on how to install the development component?  I'm at a loss as to
what to do.

What I've done so far is install the 'software development' flavor of
CentOS.  I'm surprised that the base distribution would include part but not
all of what's needed.
