[Patch, Fortran] PR 59023: [4.9 regression] ICE in gfc_search_interface with BIND(C)

Dear Janus,

My attention to gfortran can only come in bursts.  Nevertheless, the
last time and in the coming weeks, my attention has been on the
regressions because I too was alarmed by the record breaking numbers.
