[fortran, patch] Add Fortran 2003 IEEE intrinsic modules

Hi Dominique,

Thanks a lot for the driver. It wasn’t working for me, and I moved so more flags handling there, so here’s the version I’ll go with. (A full updated patch will come at some point, but here’s the current state of the testsuite part, for the record.)
