[Patch, libfortran] PR 48618 - Negative unit number in OPEN(...) is sometimes allowed

Hi,

this patch fixes PR 48618.

The only downside is, that the negative unit number is looked up twice in  
the treap if the negative unit already exists, but only then.

Build and regtested on Linux 3.2.0-4-686-pae.
