A better criterion is if it is not well-defined enough to indicate that
something is probably wrong.  There are bugs (especially ones involving
parallelism and other highly non-deterministic phenomena) where it isn't
possible to say more than "One time in ten, this program goes bananas."

Yes, we all hate such bugs!
