RFA: Update copyright for libgfortran

Here's the result of running the copyright script on libgfortran/.
The script also updates libgfortran/generated, but I checked that
that part of the patch is the same as you'd get with the normal
--enable-maintainer-mode stuff.

Tested on x86_64-linux-gnu.  OK to install?
