In that case, it requires it NOT to be treated as one.

I don't know if any of the old guard are following comp.lang.fortran at 
present, but that is an artifact of history and is specified in the 
standard. I could explain in gory detail why it is like that, but certainly 
not here, and don't have time anyway. This has NOTHING to do with gfortran 
as distinct from any other Fortran compiler.
