Importance of module use order?

I am 90% sure that this shows a bug in both gfortran and ifort, which is
confirmed by the fact that all of Sun, Pathscale and NAG accept the code.
I suggest reporting it as such though the usual mechanism.

I will post to a Fortran standard mailing list, but am not expecting any
other answer.

Out of amusement, I was teaching precisely this topic at the time I saw
the message (i.e. the students were doing practicals), and I say "Don't
go there" - but mainly because of human confusion.
