STTR anyone?

Gfortran developers,

I have had conversations with more than a half-dozen people across
national labs, small businesses, and universities about finding ways to
fund contributions to gfortran.  I can't seem to find the right
combination of interest, skills, and funding mechanisms.  In case any of
you might be able to help, I'd like to draw your attention to the U.S.
Department of Energy (DOE) Small Business Innovation Research (SBIR) and
Small Business Technology Transfer (STTR) programs.  See

 Topics 2a and 2b are of some interest.  Letters of Intent are due August
19.  Full proposals are due about a month later.

I also want draw your attention to DOE's interest in getting industry to
use software that has resulted from DOE-sponsored research.  See

I could imagine a small business putting the above two things together and
proposing to add the capabilities to gfortran that would greatly speed the
adoption of DOE software that uses the modern variants of Fortran (2003
and 2008).  The lack of an open-source compiler for such software greatly
inhibits evaluation and adoption by new users.  I have many more thoughts
on how one might write a competitive proposal and I would be glad to
partner with someone on doing so.   If anyone would like to discuss this
