[Patch, Fortran] PR 43665: Fix INTENT of intrinsic procedures

  Attached patch fixes the intents of the intrinsics. I hope that all 
intents are now correct.

This patch is a prerequisite for the (approved) patch which adds "fn 
spec" annotation.

Build and currently regesting.
OK if it succeeds?
