[Patch, fortran-dev] First attempt at new array descriptor

Dear Tobias,

I was going to do it on Monday night, as Dominique will confirm.
However, I got so distracted by one of the regressions that it was 3
o'clock in the morning before I realised that I had not done the
commit!

This regression is so odd that I will probably wind up sharing it with
you all tonight because I cannot see what is happening at all.
