[Patch, RFC] END= corner cases

Hi Folks,

Attached is a preliminary patch to address some corner cases we have been 
bumping into.  I am submitting now for folks to try this out and comment back. 
These corner cases can be tricky and debatable.

If you do test, please feel free to try some variations too see what happens. If 
   things seem acceptable I will submit a final for approval.

I do not have a complete fix for tobi3.f90 due to related trickery in 
namelist_27.f90.
