I applied it and, of course, the familiar regression with
forall_12.f90 at -O3 came up.  This was fixed as a result of one of
the middle/back-end patches that were applied at about that time.

My inclination is to mark the PR as FIXED and leave this and the other
optimization improvements to 4.6.

Any opinions?
