[patch, libgfortran, configure] AMENDED check for GFORTRAN_C99_1.1 funcs

following some off-list discussion with Dominique,

what I did:

Configure/config.h.in were regenerated (tool versions are listed in  
the test results).

Bootstrapped and make -k check-ed.

1/ the test results are in :
http://gcc.gnu.org/ml/gcc-testresults/2009-09/msg01821.html

I haven't found a reference to any other test requirement (of course,  
that does not preclude such).

2/ amended patch (with regenerated configure/config.h.in) and  
ChangeLog entry below.
