A long time ago, it used to work fine.  I've seen no explanation of why 
it changed.  It may be that it's worst on targets which the developers 
don't care about.  make -j may not be of any help if you are running 
only the gfortran testsuite; it would normally be used in an attempt to 
run several testsuites in parallel.

This business of restarting the testsuite doesn't depend on the count 
specified.  If spurious restarts die with nothing but a summary header, 
you're relatively lucky.

When you run contrib/test_summary, the various runs will be separated, 
as they are logged separately.  I normally keep only the log files from 
the most complete run.
