Your case is clearly a bug, and merits its own PR (if there isn't one
already).

gcc is an enormously complex piece of software (as its maintainers
certainly realize :-), its build machinery is no exception, and you're
very unlikely to hit that attitude with that particular problem.  Having
a PR to collect all data points is an enormous relief to developers.

The proper place to argue about feature requests in gcc is an
enhancement PR.
