New failures for x86_64-pc-mingw32

My apologies for not being clear.  I was under the impression that you 
are testing with a cross build over a remote connection.  I noticed 
quite a few failures in the log that were timeouts so I thought it might 
be connectivity issues during testing. I was not sure.

In trying to see what was going on, I did a fresh build on Cygwin and 
observed many more failures then usual.  Some of these are at -O3 and 
indeed appear to be hanging.  I do not have access to the test machine I 
used while on travel here, so I can not post the results.
