Procedure Pointers: a first patch

Hi all,

first of all: thanks to Paul for extending my procedure pointer patch
(so that it actually works ;). After a very busy week I finally found
some time to have a look at it today.

Paul's patch indeed works for some cases already, but it produced a
lot of testsuite failures (I saw 58 failures in 13 files). Most of
them were just normal pointer assignments, which were broken. I fixed
this and the attached patch should apply without any regressions. Of
course it doesn't work for all kinds of procedure pointers yet, but I
will try to extend it further soon.
