Where to attach backend builtin decl?

I wrote this patchlet as part of a wider project, which has since  
been abandonned (a better way of achieving the overall goal was  
agreed upon). If you need it for something (like you backend  
builtin), please feel free to include it in your patches, but I don't  
see a reason for committing to the mainline if it's not used.
