[patch, fortran] Fix PR 34671 - logical kind=1 and kind=2 intrinsics

I hae been able to generate libgfortran/generated/all_l1.c and friends, but I cannot
do a full build because of PR34780. I am doing a last attemp with my default config,
if it won't work i'll give up.
