Cygwin binaries are screwed?

Following a weird report on comp.lang.fortran, I have tested the  
Cygwin binaries for i686 (gfortran-4.3-20071221-Cygwin-i686.tar.bz2)  
and I think they're completely screwed; compilation doesn't even  
produce object files!
