Time for PR 35150 (Bind(C)'s C_LOC; 4.3 regression)?

As Tobias noted in the PR, this only fixes rank == 0, but can (and  
should) be used to fix the other case as well. I've put the the  
trivially modified version of the patch in the PR, and I am  
regtesting it right now (I'm back home). I'll submit it for proper  
review after that, hoping to get it commited before branching takes  
place on Monday.
