PING [Patch, Fortran, Doc] Some gfortran manual improvements

Hi,

PING on the manual changes.  I already received the comment that the XXX 
for EPSILON could go and the change be accepted, as well as converting 
the others to TODOs maybe; but still missing review and welcoming other 
comments.

Ok to commit?
