Wiki 4.5 Actionlist

Hi all,

I added some notes to http://gcc.gnu.org/wiki/GFortran45_actions for those 
interested.

I plan to finish the char4 internal unit I/O first.  Then go from there.

On the optimization front.  I am going to put together a detailed design 
description for the refactoring and let Thomas and Janne comment before proceeding.

Pre-comments are welcome of course.  I have looked at the I/O routines so many 
times I think I could just do it, but want others to have opportunity to 
influence what I do. :)
