Proposed experimental Cygwin binary

All,

I would like to post a Cygwin binary with an experimental patch to handle the 
windows 'CONOUT$', 'CONIN$', or 'CONERR$' special files to allow user feedback. 
See PR 32784.

This would be an alternate link on the wiki with clear explanation of the 
experimental patches in place.

I would also like to do something similar with mingw, but need to go one step at 
a time.

Any objections? The goal is to get some testing before committing to 4.5.
