[patch, libfortran] UTF-8 Support, part 1

The patch works as advertized on i686-apple-darwin9 and passes my quick tests.
When compiled with -fbackslash the executables give some ouputs looking
Greek (capital omicron, accented upsilon, chi, accented iota) and Kanji.

I am currently regtesting.
