[patch, fortran][4.4 regression] PR35892 gfortran dies on file containing module and common

I have reverted the portion of the patch to PR35154 in trans-common.c which 
caused this regression.  I re-opened PR35154 and have closed PR35892.

I was unable to get a reduced test case for PR35892 to put in the test suite.

FX, can you look into this regarding 35154?  It is debug info related.
