f951 segfaults for gfortran.dg/initialization_1.f90

Kojima-san,

I have been aware of this problem for a while and have a fix ready to
commit.  For reasons that have been entirely beyond my control, I have
been unable to do any work in support of gfortran for a couple of
weeks.  As it happens, that lifts tonight and I will fix this
particular problem right away.

I do apologise to everybody for the lifetime of this bug.
