[Fortran, Patch] PR 33917 - PROCEDURE(proc-interface) - ensure proc-interface is resolved

I have applied the Janus Weil's patch and with it gfortran compiles the original
and extended tests as g95 (i.e. they accept them, but I won't make any claim
about their validity) without regression.
