Cygwin testsuite failures

Dear All,

The number of testsuite failures under Cygwin_NT is mounting.  The
chmod_x.f90 failures have been there for an age and arise because I do
or do not (I cannot remember which now) have the correct administrator
rights.  The rest have creapt in lately.
