You may want to consider omitting "by default", but this is just a minor
recommendation.

Yes (with or without this change).

As a procedural comment, as Fortran maintainer you are most welcome to
apply changes like this without approval from a web maintainer.  That
said, as far as I understand you always seek peer approval for code
changes in Fortran-land, and if you want to extend that to Fortran-
related web changes, I'll be glad to provide that!
