[Patch, fortran] PR34008 - ICE in gfc_trans_call, at fortran/trans-stmt.c:389 on elemental assignment

:ADDPATCH fortran:

The attached is a trivial, self-explanatory patch.  The conditions had
to be changed to match the standard and the redundant assertions
removed.

Bootstrapped and regtested on x86_ia64/FC5 - OK for trunk?
