[patch, testsuit] PR31883 dg directives of the gfortran testsuite

This patch, rather large, adds quite a few directives to testsuite test cases. 
It does not change any test case code, but does permit better testing.  These 
changes were posted on bugzilla by the reporter.

I applied and regression tested OK on x86-64.

The patch is self explanatory. Does this fall under copyright restrictions?

Since these dg directives were not there before, does the dg magic exercise 
these directives in the gfortran.fortran.torture directories?

OK for trunk?

I will include an equally long ChangeLog if this is approved.
