gfortran binaries for windows: make doesn't work

Hi Luca,

First, thanks for your detailed report. I thought the make.exe binary
I was providing was the mingw version, and not the MSYS. I agree with
you that providing the mingw one is probably the best choice. I have
modified my build script accordingly, and the next binaries (which
should appear in the next few hours) will have this modification.
