[patch, fortran, committed] match.c: Document gfc_option.max_identifier_length assumption.

This patch documents why gfc_match_name can safely assume that 
gfc_option.max_identifier_length is less than GFC_MAX_SYMBOL_LEN.

Tested with i686-pc-linux-gnu to make sure I didn't mess up something 
while changing the comment, and applied to 4.2 and trunk as obvious.
