[Patch, fortran] PR32472 - ICE in trans-const.c:106 for REPEAT initialization expression of non-parameter

:ADDPATCH fortran:

This problem turns out to have nothing to do with trans-const.c:
character literals simply were not implemented in gfc_simplify_repeat.
 The fix is a straightforward bit of front-endery and the testcase is
the reporter's.

Bootstrapped and regtested on amd64/Cygwin_NT - OK for trunk?
