[PATCH,fortran] *The* ISO C Binding patch

hi all,

i would like to say thanks to Steve for his effort in getting this patch 
cut and for all those who've helped in testing, providing feedback, and 
fixes over the last couple years.

i will try to keep up with the mailing list so i can help with any issues 
that may come up.
