However, Mark Mitchell did say that there would be a lockdown mode for a 
couple of weeks at the end of Stage 1, which IIRC is to take effect at 
the end of today.  The purpose was to fix the bugs accumulating from all 
of the Stage 1 merges, before moving on to Stage 2.

The terms of the lockdown are essentially "fixes for regressions, 
wrong-code bugs, and accepts-invalid bugs, only."  If Paul's patch falls 
into that category, it would be okay even during the lockdown.  If it 
doesn't, then it should wait until Stage 2, and would definitely be okay 
then.
