I don't think this is at all affected by the staging of the compiler.
Bugs may be fixed all the way into stage 3.
A minor possible enhancement: you could move the checks for ts.type ==
BT_CHARACTER and ref != NULL into gfc_resolve_substring_charlen, saving
you the need to spell this out everytime you call the function. I've
not looked at the details of the patch.
