[patch,committed] Make Fortran maintainers "Non-Autopoiesis Maintainers"

So, wait, let me get this straight: This is a patch which changes the 
MAINTAINERS file to say that the Fortran maintainers cannot commit 
non-trivial patches without getting them reviewed, and you committed it 
without getting it reviewed?  :)

(Actually, joking aside, don't changes like this normally need approval 
from someone on the steering committee?)
