SoC fortran procedure pointers

Janus and Steven,

I just posted the experimental patch for abstract interfaces, procedure 
statements and procedure pointers on the fortran list.  Pointer 
assignments do not work yet, although the compiler does produce code - 
it just doesn't link and load right.

Please do with it as you will.  I will not have time for a while now, 
although I might just have a poke at the pointer assignment in the next 
few weeks.  My intention was to give Janus as good a start as possible, 
in the sense of a guaranteed result; I sincerely hope that it is still 
just that, even if the patch is not entirely functioning.  Note, however 
that abstract interfaces and procedure declarations do work.

I notice that there is another experimental patch that got left in 
(iresolve.c(gfc_resolve_reshape)) that has nothing to do with procedures.
