Testers needed for ISO C Binding patch

Tobi, the patch wasn't meant to be reviewed.  I was seeking
people who would simply apply the patch, build gfortran, and
run the regression tests.  Chris and I can only test a very
limited number of targets.

I haven't seen this type of problem, and unfortunately I know
zero about libtool. :(
