[Patch, fortran] Document new ISO C Binding intrinsics

First, I would like to thank Chris for his great patch and Steve for
getting it ready for submission.

Attached you find a patch which adds ISO C Binding information to the
documentation.

Ok for the trunk? Checked with make pdf and make info.

PS: I also document C_F_PROCPOINTER although it is not really working
(misses procedure pointers, but parses). I documented this fact in the
description.
