[FORTRAN PATCH] PR30400: ANY not accepted as FORALL mask

Roger,

I believe that the enclosed accomplishes the required result in a
cleaner fashion. It regtests OK on Cygwin_NT/amd64.

Well done in picking up the cause of the problem.  BTW, I should have
seen it sooner because the kludge that I was for offended about was
mine!

One of my earlier fixes prevented overloading the ANY or ALL
intrinsics - see the enclosed .f90 file.
