Fortran patch committed during freeze

I agree.  There's no harm been done here, and no need to assign blame.
I'd like people to respect freezes, but almost all of us have broken the
tree, checked in during a freeze, failed to test something correctly,
etc.; it's not a big deal.

I also agree that we should try to get the freeze status highlighted
better on the main web page.
