Actually, it is possible that my patch to emit only one function decl
per global symbol will catch mismatches in arguments. (The patch is
not finished yet and I still have a few issues to fix, but I start to
see how to deal with it.) While not as satisfying as a complete formal
checking for same file procedures, it will do part of the job,
