[PATCH,fortran]: Fix PR 33215

hi Tobias,

i've been very busy lately and haven't been able to get the account stuff 
done, nor keep up with the bugs that have come up.  i'm trying to catch up 
now.

thanks for reviewing the patch.  did you modify the 
binding_label_tests_16.f03, or did you want me to submit a patch for that 
testcase?
