Erik and pault had assignments on file, so submitting
intermediate patches for testing did not taint anyone
else.  For Chris's patch, neither he nor ANL have 
paperwork on file.  If ANL suddenly restricted Chris
from submitting a patch after he had sent preview
patchies, then anyone who read the preview patches
would need to take care in implementing ISO C Binding
to avoid copyright issues.

To answer your original question:  ISO C binding
will not be in 4.2.
