Indeed -- I think it's appropriate to mention it both places, since the 
TR itself is a standardized extension to F95 (completely independent of 
F2003), but its contents are also included as a part of F2003.

That's what the present version of the patch does; it puts the mention 
of the TR in the (new) initial "these are the standards GNU Fortran 
supports" paragraph, but it also leaves in the more-detailed description 
of it that already exists in the section on implemented F2003 features.
